About GlobALL
Who builds and stewards GlobALL.
GlobALL connects public deliberations, the coalitions that organise them, tools for participation and a record of what happens to recommendations. Responsibility for each part should be visible.
Responsibility today
A named steward, and governance still to build.
- Current project steward
- Missions Publiques, the organisation developing the GlobALL project and its deliberation practice.
- Participation and decisions
- People and facilitators deliberate and form recommendations. A commissioning institution is responsible for its own response; GlobALL records that response when it can be documented.
- Longer-term governance
- An independent, multi-stakeholder body for the shared infrastructure is a project goal. It has not been established.
Rules for the product
These requirements guide development. Each module page shows its current capabilities and limits, so an intended rule is not mistaken for a finished feature.
- Humans make the judgment
- Software can support translation, retrieval and synthesis. It must not decide for participants or replace a human facilitator.
- Disagreement stays visible
- A summary should not erase minority positions. A published recommendation can show how it emerged and what remains contested.
- The original stays available
- Recommendation records keep the source language separate from translations, and record translation provenance when it exists.
Public accountability
Follow the evidence behind a recommendation.
The Impact tracker gives a recommendation a persistent ID and its own page. It separates the citizen output, recipient institutions, their statements and later documented events. A recorded institutional claim is not the same as independently evidenced action.
Records can have gaps. Where no response or follow-up has been verified, the public page says so; it does not invent a result.

Modules connect to these systems at different stages of maturity. A module name is not a promise that its code is publicly released or ready for deployment; each product page states its current limits.

Trust needs the decisions as well as the tools.
A complete governance charter, current funding disclosure, contribution rules and module-specific licensing decisions have not yet been published here. Privacy and terms notices are under review before any structured public intake opens.
